In 2017, the Workers’ Compensation Board proposed changes to its guidelines that would have significantly reduced compensation for schedule loss of use. In the face of determined opposition by the Workers’ Compensation Alliance under the direction of Robert Grey, the New York State AFL-CIO, the New York State Senate, the New York State Assembly, injured workers, doctors and others, the Board ultimately withdrew its proposal and instead issued the 2018 Guidelines which made relatively minor changes from the 1996 edition.
